Sooner or later the law will act on those who break it

The “Nano” file has been sent to Tepelenë - The “Martini” file has begun to be examined by the Tirana Prosecutor's Office Namik Dokle: “Even if the “Nano” file has been sent by the Court of Appeal, we will not withdraw the complaint, because Prelë Martini has committed the offense of abuse of office”. The “Nano” file was sent by the Court of Appeal to the Tepelenë District Court on 13 September. This was confirmed yesterday for “Zëri i Popullit” by the chief secretary of the Court of Appeal, Ms. Aurela Bozo. Meanwhile, the deputy prosecutor of Tirana, Beqir Kokoshi, told our newspaper that this prosecutor's office has “begun studying and verifying the facts” regarding the complaint filed by the group of Socialist MPs against the president of the Court of Appeal, Prel Martini, to initiate criminal proceedings for the offense of abuse of office. The chairman of the parliamentary group of the Socialist Party, Namik Dokle, asked about these two facts, said that we will not withdraw the complaint against Prel Martini and his collaborators, even if the file has been sent, because they have now already committed the criminal offense of abuse of office. As for the lawyer of the “Nano case,” Përrparim Sanxhaku, he reacted with irony: “After leaving the Court of Appeal, the “Nano” file may end up in Tropojë, in Has or some other district,” he said. The Constitutional Court Subjugated

Editorial The Constitutional Court Subjugated - It is unfortunate when the zeal of the submissive is displayed by people who bear on their shoulders the burden of seasoned jurists We are talking about the Constitutional Court. Created for the first time nearly 3 years ago, it has not justified its major role in defending the law. It has itself been the first to violate the law. For nearly two months, the Veterans Committee of the Anti-Fascist National Liberation War has sent the Constitutional Court a request to rule on the compatibility with the law of the Council of Ministers' decision with the law “On the Status of the Veteran.” This request raises important issues showing that, in some respects, the Council of Ministers is acting against the law. To this day the Constitutional Court has not taken this matter up; perhaps it intends to postpone it for another three months, because at the end of December 1995 the deadline for submitting documents expires. However, contrary to this position, this court appears very ready and mobilized when it receives a request from the Council of Ministers. It set the first one (the one against the so-called violation by the president of the Court of Cassation of the orders suspending the execution of decisions) for 14 September, while the second, concerning the Plenum of the Court of Cassation, for 18 September, that is, two days before the scheduled date for the continuation of the рассмотрение? of the Nano case in that Plenum. For everyone, this zeal of the Constitutional Court is clear and understandable, just as its silence and passivity in examining the legality of the Referendum are clear and understandable. These are facts. There are documents about these that are hard to ignore. This is the zeal of the submissive. It is unfortunate when such zeal is shown by people who bear on their shoulders the burden of seasoned jurists.

President Berisha completed his visit to the US

Yesterday, President of Albania Sali Berisha concluded his visit to the US. On his last day he stayed in New York where he held meetings with Albanians living there. Meanwhile, yesterday at 11:00, local time in the United States of America, President Berisha was received in audience at the United Nations Headquarters by its Secretary-General Boutros Boutros-Ghali. The meeting took place without the presence of journalists, but as he later told journalists, it was very successful because very important topics were discussed. Another important event in President Berisha's schedule yesterday was the meeting with senior officials of UNDP (United Nations Development Programme). President Berisha's visit to the US concluded with yesterday's activities.
